Earlier on September 21, President Vladimir Putin announced a partial mobilization in Russia. In this regard, the Defense Minister was asked who is subject to conscription and how work will be carried out “with those called up from the reserve.”
“That’s right, they said it was from the reserve. These are not some people who have never seen or heard anything about the army. These are really those who: a) have served; b) have a military accounting specialty, that is, the specialty that is needed in the Armed Forces today; c) have combat experience,” Shoigu said.
“There is no question of any mobilizations of students studying at universities, and there will be no mobilization under any conditions. Let everyone calmly go to classes, study — no one will call them, mobilize them,” the minister stressed.
Since September 21, partial mobilization of citizens for military service has been announced in Russia. The corresponding decree of Russian President Vladimir Putin has been published on the Kremlin’s website.
The document states that the mobilization is carried out in accordance with the law “On mobilization training and mobilization in the Russian Federation”. According to this law, citizens who are in reserve and do not have the right to delay are subject to conscription for military service on mobilization. The decree itself says that Russians working in organizations of the military-industrial complex and only for the duration of such work will receive the right to a postponement.
According to the law, citizens who have an outstanding or outstanding criminal record for committing a serious crime are not subject to conscription for military service on mobilization. Several other categories of citizens are legally entitled to a deferral from conscription, these include:
members of the Federation Council and deputies of the State Duma;
those who received a “reservation” by the decision of the government;
recognized temporarily unfit for military service for health reasons (for up to six months);
those who are engaged in constant care of close relatives who need such care for health reasons, if there are no other persons legally obliged to support such patients and disabled people;
having four or more dependent children under the age of 16 or raising at least one child under the age of 16 without a mother;
having a wife whose gestation period is at least 22 weeks, and at the same time having three dependent children under the age of 16.
In addition, Putin’s decree instructed the government to identify other categories of citizens who will be granted a postponement.
Non-mobile reservists can be sent to work in civilian positions in the army and other military formations.

Military personnel continue to undergo military service when mobilization is announced. In particular, before the end of the period of partial mobilization, previously concluded contracts on military service will continue to operate. According to Putin’s decree, they will be dismissed from military service only in three cases:
upon reaching the age limit for military service;
in connection with the recognition by the military medical commission unfit for military service;
in connection with the entry into force of the court’s sentence of deprivation of liberty.
The governors of the regions of Russia have been instructed by Putin’s decree to ensure that the conscription of the mobilized is carried out “in the number and within the time limits determined by the Ministry of Defense.” The head of the department, Sergei Shoigu, has already stated that 300 thousand reservists are planned to be called up for military service.
